R1367 says that "a specified degree CAN be awarded with 2 Agoran
consent". I think the passive voice breaks the dependent actions here.
Rule 2595 ("Performing a Dependent Action") reads:
A rule that purports to allow a person (the performer) to perform
an action by a set of one or more dependent actions identified in
Rule 1728 thereby allows em to perform the action by announcement
if all of the following are true: [...]
Although R1367 attempts to enable the awarding of degrees, it doesn't
purport to allow any specific person to award the degree, so I don't
think anyone actually CAN award a degree? Is there something that I'm
missing here?
