Oddly enough (given our prior conversation), I don't think this (nor the power-3 version) works, because it attempts to do something at a future time rather than the time at which it's repealed. (There's no harm in trying, though; it should be easy enough to definitively get rid of them via a higher-power rule that prevents the rules in question being re-enacted.) -- ais523
