As of the date of the finger point below, it had already been two weeks after the time has expired for murphy to name a new judge in 3661. As a result, arguably any fine for the finger point would be ineffective, because the deadline had passed 14+ days prior.
Murphy’s obligation to name a new judge still hadn’t been met at the time of the finger point. But it seems like the missed deadline is only a single breach of the rules that happened 2+ weeks ago, and not a continuing violation that can be blotted up until 2 weeks after the new judge is appointed. This may be an oversight in the rules, since it seems to let technical deadline violations be punished but not if the deadline was unmet for long enough.
