I'm not a big fan of this - if we award almost-scams (assuming it didn't work) with proposal-based AI-1 championship wins what's the darn point? Other option (preferable): ask the herald to attempt to award champion with 2 Agoran Consent - at least that ensures that the support is more of a consensus.
