By common definition, to "propose" something is to "put forward (an idea or plan) for consideration or discussion by others" which anyone CAN do without permission via email (e.g. if I post a proto-proposal in Discussion I'm proposing the idea). So no CAN is needed in that step. For actually creating the Tournament, I didn't quote the whole rule, the important formal part (including a CAN) is in the later paragraph: After adequate time for discussion of the Birthday Tournament's regulations, the Herald (or delegate) CAN initiate a sanctioned tournament with a specified, finalized set of regulations, Without 3 Objections.
