Please decapitalize Active and Inactive. Possibly also Zombie, for
consistency across all occurrences, but at least that's a noun.

Getting rid of the "Masterminding X" provision was a reasonable
simplification, but I hope the Referee still notates it that way.

I'd prefer a more general statement that included all actions on
behalf for which the principal is not culpable, if it can be done
without overcomplicating the rule. I have a rewrite of this rule in
general in development, so it can wait till then if you can't think of
a clean way to do it.

The e is a bit weird here, given that it would imply that the person
must already be a master for the provision to apply. You may want to
rephrase that to make it less ambiguous.

I'd strongly prefer "CANNOT be deregistered" full stop. The
Distributor must find a replacement before deregistering, as a matter
of meta-game courtesy  and this formalization should not call that
into question. Formalizing the idea that there must always be a
Distributor solves that problem, which can be done by making it
imposed without allowing the holder to deregister.
