Think of it this way. By R2152, CAN is simply a shorthand definition for "Attempts to perform the described action are successful." There are other ways to write the same thing - synonyms for CAN.
The rule says: There IS a designated silly person - that was successfully designated by designation publicly of previous week silly person. Basically a synonym for CAN. I see the issue that the Silly person could designate multiple people during that week, which would indeed cause problems. But if you stop being the the silly person, you fall outside of that overall ability.
