Don't have the 10-shiny-to-leave-development-the-same option. They keep developing until you can't afford to develop them more and have to relinquish them. Then have a fixed number entering the system each month, and they leave when people can't afford the upkeep. This still allows people to accumulate Plat-derived assets over time, but the Plats themselves are likely much more valuable in the short term. -- ais523
