In rule 2426, replace the text "Cards CANNOT be issued except by players by announcement. Any attempt to issue a Card, or any intent for a dependent action to issue a Card, is INEFFECTIVE if it does not include the following information: The type of Card being issued, The person to whom the Card is being issued (the bad sport), and The specific action, inaction of the bad sport giving rise to the Card (the reason)." with the text "Cards CANNOT be issued except by players by announcement. Any attempt to issue a Card is INEFFECTIVE if it does not include (1) the type of card being issued, (2) the name of the person being issued the card (the bad sport), and (3) the specific reason for the issuance of the card, or if it attempts to issue a person a card for an action or inaction which e (more likely than not) did not commit, or if it attempts to issue a card for an action or inaction which is not prohibited by law, or if it attempts to issue a type of card which is blatantly and obviously unsuited to the conduct which constitutes the reason for its issuance or to the person to which it is being issued, or if it is made more than 14 days after the conduct constituting the reason for the issuance of the card, or if it attempts to issue a card to a player who has already been issued a card for the conduct constituting the reason for the issuance of the card." Also in rule 2479, append, at the end of the first paragraph, the text "Summary Judgement is imposed on the Referee's own initiative, and not in response to any official proceeding". In rule 2478, "Vigilante Justice", remove the last paragraph. Also in rule 2478, replace the text " - issuing a Card to the pointed-at person by announcement whose reason is rooted in the allegation; or" with the text " - Imposing the Cold Hand of Justice, issuing a Card to the pointed-at person by announcement whose reason is rooted in the allegation; or" Also in rule 2478, add below the dot-points and above the paragraph beginning "The Referee is by default", add a new paragraph which reads "There is no limit on how many times a player may impose the Cold Hand of Justice per week". Add a new rule at power 1 entitled "Referee Accountability" with the text "If the Referee attempts to issue three or more INEFFECTIVE cards in a week, any player CAN, with two support, issue a writ of Impartial Arbitration Restoration, immediately making the position of Referee vacant.
