I suspect we have a fundamental disagreement on Rules reading, so at this 
point, 
the most appropriate way to settle this is through Moot.

Rule 2125 reads:
       Restricted Actions CAN only be performed as described by the
       Rules.  
and I just can't bring myself to believe that a CAN alone (without a method)
describes how an action can be performed.  The evidence is in that sentence
itself:  "CAN be performed as described" can't be satisfied merely by adding
another CAN:

"You CAN perform it as described!"
"How?"
"Well, you CAN!"
"Describe how."
"I just did.  I'll say it in another Rule.  You CAN."
"er..."

I just can't make this make sense to me, at all, even if those different CANs
are spread among different rules.  No matter how many times the rules say CAN,
they are not *describing* how we CAN.
