There's only actually one of each Card type anyway.  The referee waves the 
single
card in the air and writes your name in a little notebook and puts it in eir 
pocket.
(I can't see anything in the Rules that argues against that metaphor, anyway).

It's kind of like trust tokens - it lasts as long as anyone cares enough to pay 
attention.
That's not to say there aren't open-ended pledges up there that someone 
couldn't dig
up to zap someone with, but it seems ok that it takes work to do so (and lack of
tracking offers a bit of protection against the forever-lasting part).
