Since this is already irrelevant and I don't intend to continue to be annoying about it I'll just mention my working theory: 1) A matched bid stops the highest bidder from being able to claim the estate. This seems pretty certain from the wording in the rule: "[...] if there is a single highest bid on that auction, the player or Organization that placed that bid can cause Agora to transfer the auctioned Estate to emself [...]" (R2491) 2) More interestingly, a matched bid may mean that both players receive a Yellow Card, depending on interpretation of "If the highest bidder does not do so in a timely fashion, the Surveyor shall issue the player who submitted the bid a Yellow Card."
