Generally, just send it. The list has a message size limit, but it’s hefty, and you’ll get a bounce message if you exceed it. There are precedents allowing multiple messages to be treated as a single action.
If the reason it’s huge is that it contains a huge number of actions, one of two things is likely: 1. You’re perpetrating a scam, in which case you should jump in with both feet and see what happens. 2.
