A Herald (not me, I think) did a round of "manual catchups" several
months ago. aranea got 3,6, and 9 month awards then, maybe other people
did too?
I'm sure no one tracked "no missing reports" for 12 months. Ah, found
the rule... only requirement was holding the office continuously, no
performance metrics.
That notwithstanding, since the award is now "by discretion" I wouldn't
count the months March-June 2016 for anyone; aranea qualifies for
12-months without that (Tailor since Nov 2014).
Here's the text (R1922/27):
(c) Three Months Long Service, Six Months Long Service, Nine
Months Long Service, Twelve Months Long Service, to be
awarded by the IADoP to any player who has held a
particular Office continuously for the specified duration.
Each of these titles shall be awarded only once per player.
