Back when the proposal was submitted, the only economy we had was based
on ability to distribute proposals, so I tried to create a win out of
that.

It seems that the Promotor currently has infinite economic power, which
is kind-of problematic.

You could do something equivalent by having officeholders accumulate
points over time equal to their office's pending power, but I thought
it would be better for the health of the game if you needed to actually
write proposals in order to claim your points.
