No, "earn" isn't just a synomym for "qualify". The latter is a bit
weaker:
While a person qualifies for a type of Ribbon, any player can
generally award em that type of Ribbon.
vs
A person qualifies for a type of Ribbon if e has earned that type
of Ribbon within the preceding 7 days [..]
So the conditions saying "earn" allow for a delay of up to 7 days,
while the conditions saying "qualify" do not.
