The rule's vague, but I'm pretty sure the paragraph break bit is just meant to prohibit merging items intended to be separated by newlines onto the same line... not changing the amount of vertical space. (That is, some sequences of whitespace are nonequivalent in the case of paragraph breaks, but others implicitly still are.)
