How would it do that? Under this proposal, just like right now, Rule 2140 "Power Controls Mutability" would place no restrictions on instruments with power 3 or greater. The only thing this proposal does is make it so that power-3 rules can't take precedence over Rule 2140 (but they could still override it by temporarily changing its power or something). As far as I can tell, Rule 106 "Adopting Proposals" doesn't attempt to take precedence over Rule 2140, so nothing would happen here. —the Warrigal
