Why is the power of the proposal changed from a minimum of four and
its adoption index after it is adopted? Is it possible for a proposal
to become rejected after it is adopted?

It's changed *to* that value after it is adopted.  The delay is
presumably extra protection against it somehow taking effect
before being adopted.
