I don't think that counts as a disclaimer. It is not the case that G. said "X (but note that X may be false)", thereby ambiguously asserting X. Instead, G. said "X (but I do not know X for sure)", thereby unequivocally asserting X (thus making an effective announcement) while also making an irrelevant announcement about eir state of mind.
