I think it would be too much to expect the Rulekeepor to volunteer to
maintain a spoken version of the entire ruleset and rerecord whenever
any rule changes, though I could be wrong.

(On IRC, ais523 suggests making the markup of the ruleset more
semantic and thus screen reader friendly.  I think it would be a good
idea to work on this, if only because of mobile devices not handling
giant ASCII documents well and the possibility of reading the ruleset
in a variable width font.)
