I invoke Judgement on the following statement:
The "proposals" numbered 312, 313, 318, 319, and 320 are not proposed rule changes, and will have no effect if adopted, regardless of the adoption of other currently existing proposals. Reasoning: they propose to amend (currently) immutable rules. This is not one of the types of rule changes listed in rule 105. It is true that there are proposals to transmute those rules which precede the respective amendment of the rule, but at the moment the "proposals" were made the rules they claim to amend were immutable.
