But if you have by announcement, then a player can 'grab' a spot with a proposal others like, so they don't attempt to put proposals in front of it in the queue, and then swap it out for a completely different one, denying others the opportunity to jockey it. Moreover, the status quo encourages poorer proposals because authors will be reluctant to edit, because of the additional costs associated with them.
