You could still make this work; you'd just need different wording. In Rule 955, between items (a) and (b) (or before item (a)), say, "If the rule defining the decision also defines its outcome, then the decision's outcome is as defined by that rule." Then add some stuff making it so that the earliest applicable item in Rule 955 prevails. —Machiavelli
