When someone "submits" a promise, it means they create it in their own possession and transfer it to "The Tree", which is an entity meant to hold promises so that the creator can't destroy their own promises once the promise is made. Anyone else can "transfer that promise [from the Tree] to themselves" and then cash it provided it's done in the same message [R2337-2338]. Probably another good place to add a shorthand for "transfer a promise from the tree and then cash it". -G.
