By common definition, giving into (self-confessed!) blackmail isn't 
legally, ethically, or morally reasonable, although it may be game 
theory reasonable.  I suspect we should find that the reason test in 
criminal court refers to the former, not the latter.

Second, it would be reasonable effort for the ambassador to post a message 
of warning here, in the general hopes that it informed someone (you, at
the very least) - and e could then say "I reasonably believed I have 
informed the relevant parties, and without hard evidence (the identity 
of the parties involved), it is not beyond a reasonable doubt that I 
didn't."  Remember, the burden of proof is on you, not the defendant.

Finally, I vaguely recall that there's a case somewhere that an officer 
using personal funds to make something e was required to do as an official 
duty POSSIBLE was beyond a reasonable effort, but that's just a hazy
memory.
