A first-class player is a player that is a first-class person; therefore, it is impossible for a first-class player not to be a person. There is no office called the "Deputy Registrar"; that position is held for a single instant once in a blue moon. It is not generally possible to determine what people are aware of at the time that they deputize for Registrar, so this would make some switches unknowable. The last paragraph of Rule 869 seems good enough already. —Machiavelli
