Well, yes (for certain definitions of "nation"), but there are
some procedural issues with your opposition:
1) You need to register as a player (Rule 869) before you can vote
(Rule 1950). The simplest way is to send a message to
agora-business with "I register." in the body. Note that you
can only vote on proposals distributed after your register.
2) Stating an action in the subject line doesn't work:

though, when needed, the subject line is considered as context
for the body (CFJs 2389, 2390, 2777).
