Rule 105, relevant excerpts:

      Where permitted by other rules, an instrument generally can,
      as part of its effect,

      (a) enact a rule.  The new rule has power equal to the minimum
          of the power specified by the enacting instrument,
          defaulting to one if the enacting instrument does not
          specify, and the maximum power permitted by other rules.

      (e) change the power of a rule.

e.g. a proposal with Power 2 can create a rule with Power 1, but if it
attempts to create a rule with Power 3 then it fails (Rule 2140).

P7125 would only change the method of setting the proposal's power,
not the proposal's ability to alter the gamestate once its power is set.
