I presume the logic here is something like this. If the message were
considered effective, then there would be a message that, despite
being published at a certain time, would not be available to most
players to read at that time. Since "participating" in a forum entails
the ability to read messages sent to it, in order to preserve the
right of participation, any message not received in a timely manner
must be considered unsent until it is received.
