I would suggest a different approach (for Yally, keeping it "fun"):

1.  Propose the fixes (SHOULD NOT -> CANNOT and EXILE).
2.  Call for Appeal on my (Judge G.'s) 14-day suspension, looking for REMAND.
3.  NoV and CFJ on Yally's breach of my 14-day suspension, a separate offense.

With some help of the judges, by the time (2) and (3) go through the courts, 
(1) should be in place to allow for two generally less-escapable punishments.

It would require some slightly longer attention span than Agora tends to
have for punishments, but it would be more by-the-book.  May raise some
ex post facto issues about CFJ timing but, as I said, that sort of thing
isn't forbidden and is after all "fun" to explore.
