The II didn't auto-increase due to Rule 2225 paragraph 4 because it wasn't equal to your rank. I don't think you triggered Rule 2225 paragraph 3, either; it seems that you expected R2225P4 to apply, so you didn't clearly intend to trigger R2225P3, so it fails to satisfy "unambiguously" in Rule 478.
