Gratuitous: By that argument, I could add to Rule 2324 that whenever anyone votes AGAINST such-and-such, Rule 2324's power is set to 3... then voting AGAINST is blocked due to security. Or, on the flipside, I could write that whenever anyone uses Cleanliness (or any other action defined by a Power-3 rule), Rule 2324's power is set to 3, and it would work.
