Er, do you have to know why?  E.g. "I transfer a prop from X (e knows why) to
Y (e knows why, too)." does, by the letter, "explain why" each person was
chosen.  There's no particular standards for clarity here methinks and it
fulfills the letter of the law.  -G.

(FWIW, it's because the immediate precursor to Keba's message was Wooble 
blotting Keba for missing the report, which seems reasonably contextual).
