Gratuitous: As the author of the Implicit Votes rule, I (IIRC) initially considered either defining the concept of an infinite number of votes or setting some large number, but decided on "voting limit" (i.e. voting limit at the time, since voting limit in the future is not a defined quantity at the time of the vote) for simplicity.
