No, that jumps em over the person in front of em, otherwise it's not
actually a move.

I don't think so, this came up in an ancient semi-scam.  There's some 
old precedents that "if you choose between numbers selected at random, 
it's not in any sense a random selection."  Can use minor clarification
but I don't think it's a show-stopper.
