Yes.

R2164: "The judge of a judicial case CAN recuse emself from it at any
time by announcement.

R911:  "REMAND ... the prior question is rendered open again"
       "REMIT ... the judge of the prior case (if any) is recused,
         and the prior question is rendered open again"
In either case, if the judge of the prior case has pre-emptively
self-recused, then R2158 and R1868 kick in as usual (the prior case
requires a judge and the CotC CAN/SHALL assign one).
