First, I don‘t assume there are players who think an erg income is more
important than winning. If the win itself is not enough, winning means
becoming the speaker. So the winner is able to form a government and
therefore become an important minister. Are 2 additional ergs per week
more important than (e.g.) a 1.5 times higher voting limit?

Second, if there are such players (you?), they could simply spend their
props to other players, so they won‘t get more than 30 Props.
