Nope: R1607: For an Agoran decision of whether to adopt a proposal, the following are essential parameters: c) Its Chamber. R107: An Agoran decision is initiated when a person authorized to initiate it publishes a valid notice which sets forth the intent to initiate the decision. This notice is invalid if it lacks any of the following information, and the lack is correctly identified within one week after the notice is published: (e) Any additional information defined by the rules as essential parameters. The notice of initiation is auto-invalidated by the noted lack of correct information here. This is even true if the lack is only mentioned in a discussion forum (CFJ 2615). The formal CoE should have prevented the self-ratification of the existence of the decision. -G.
