I agree wrt the NOT GUILTY by means of impossibility. The FRC's text requires things be done as soon as possible after the end of each week; Agora's precedent and tradition is that when an obligation is not discharged within its time limit, an open-ended obligation is created that means that the action is still REQUIRED and also POSSIBLE if the requirement includes possibility.
