Interpretation:

  * TRUE if the definition of the crime explicitly limits the crime to
    multiple actions, e.g. "repeatedly doing X is the crime of Y".

  * TRUE if the bulk of relevant authorial intent is that it be limited
    to multiple actions, provided that this intent is not strongly
    contradicted by the context of the definition.

  * FALSE otherwise, as in general such clauses are most reasonably
    interpreted as a gloss for "acts of X are [each] the crime of Y".

  * Thus, in this specific case, TRUE if Wooble intended it to be
    limited to multiple actions, FALSE otherwise.  Wooble?
