Distributability's still around; Chamber is a new proposal switch with three values; it defaults to the Title of the player submitting it (everyone but myself is currently Green) except that all current proposals are Green. It can be set by the submitter by annoucement. Since player can change their Title once a month (as with Key), tracking proposal Chamber shouldn't be difficult.
There's only a week's backlog for Promotor since I just ratified the pool report that was published on the 20th.
