Commentary on the choices made here, all made with the conceptual purpose of this clause (protecting Agora's nomic-ness) in mind: Both MMI ambiguities ("permit", "may") are resolved in favor of CAN. (If the rules can be changed, but only by violating a SHALL, then DISCHARGE is appropriate.) Note that this never applies while Promotor remains unbroken (e CAN distribute undistributable proposals, e merely violates a SHALL by doing so). The scope ambiguity ("a Proposal") is resolved in favor of one proposal at a time. (If only proposals with the text "Create a rule with text 'Fun toys are fun' and then repeal it" can be distributed, then Agora's nomic-ness is effectively broken.)
