To further complicate matters, R2257 says:
Each defined Exploit card type in a Deck shall have a Frequency,
As the Dunce Cap card is an effect card, not an exploit, I'm not sure
whether ais523 was dealt the card in the first place, and if e was,
whether it was legal.
