Actually, no, finite limits may have helped a bit, but what really
limited such play was the following:

      The following Elements for Cards are defined:
      * Delayed[N]: You may not play this card if you have played a
        copy of this card in the past N times 24 hours.
       [...]
       Caption:  Presto!
       Elements: Delayed[7]

       Caption:  Discard Picking
       Elements: Delayed[4]

The Delayed (and related Asleep[N], where no-one could play the card
until N*24 hours after a play) was a major check on powerful cards
especially those that modified others' card holdings.
