Er, stop right there: Any player (a deputy) CAN perform an action as if e held a particular office (deputise for that office) if all of the following are true: (a) The rules require the holder of that office, by virtue of holding that office, to perform the action... I'm pretty sure that "required"=SHALL by our usage. If the net sum of the rules make it illegal for an action to be performed, it's hard to say that the rules as a whole require the action be done. So the rules do say that it's impossible to deputise to perform a non-required action, of which an illegal action is very likely a subset. -G.
