I think judicial precedent is that:
(1) The election initiation announcement is incorrect;
(2) If anyone points this out within a week (even in Discussion, which you
just did), the election announcement is invalidated;
(3) If no one points it out for a week, then you're correct, the
R107 "ratification" of the election start "ratifies" it to the
platonic state, not the announced one.
