Except this case R2141: Every rule has power between one and four inclusive. It is not possible for a rule to have a power outside this range. conflicts with R1688: The power of an entity cannot be set or modified except as stipulated by the rules. and R1688 wins by its number. Regardless, I see your arguments; I think this one is very, very thorny with multiple conflicting rules to sort out, I'm just giving a few suppositions off the cuff. -G.
