This reminds me - what to people think of the proto-proto I put forward a while back about creating an office (the Exemplor) to track annotations to rules, such as examples, precedents, and minor clarifications? These annotations would have precedence over all but the text of the rules when interpreting rules, and could be added/removed in a non-proposal manner (probably adding would be without objection, removal would be without objection or with 3 support; judges could assign their judgments as annotations with 2 support, and they are automatically removed on appeal). -coppro
