A more interesting version would be something like:
  "The players responsible for the first N unchanged, unconditional FOR
   votes, where N is the minimal number required to pass given the total
   votes, win."

We also once did:
  "Anyone holding an X card at the end of the voting period wins.  (where 
   X was some card type that was uncommon but not rare; e.g. in perhaps a 
   third of the players' hands)."
that led to some interesting card trades and plays.
